Public source chain (27)PUBLIC SOURCE CHAIN VALIDATED — DATA GAPS REMAIN

Each statement: claim → public source → date → evidence label → limitation. Figures are shown separately and never added together.

  • OFFICIAL GOVERNMENT / PROSECUTOR SOURCES · 2016–2020 historical

TUF Dongen is a documented historical case involving storage, inspections, enforcement and a 2018 fire; CTE should report only attributed facts from official records.

Limitation: Use neutral wording. Where relying on the prosecutor's account, attribute statements explicitly to the OM rather than presenting them as an independent CTE conclusion.

    Sources: [1] www.eerstekamer.nl [2] www.om.nl

  • INDUSTRY GUIDE · ESTC 2023 reference

ESTC generic reference composition for a typical filled pitch: 49% sand, 45% performance infill, 3% turf fibres, 2% backing and 1% waste.

Limitation: Generic reference composition; not a measured Dutch national composition and not suitable for all turf generations or non-fill systems.

    Sources: [1] www.estc.info

  • DATA GAP · 2026

Current national actual recycling throughput, route shares and final destinations by material stream are not yet fully verified in the CTE public-source dataset.

Limitation: This is the principal remaining evidence gap for the Netherlands Impact Map.

  • MULTIPLE PUBLIC SOURCES CONSISTENT · 2026 public order-of-magnitude

Around 200 artificial turf sports fields are replaced in the Netherlands each year.

Limitation: This is an order-of-magnitude for replacement activity, not a complete national administrative count. Field sizes and sports differ.

    Sources: [1] www.sportinnovator.nl [2] greenmatter.nl [3] open.overheid.nl

  • CTE MODEL — PUBLIC INPUTS · 2026 model

CTE model: approximately 44–48 kt/year of gross end-of-life material if ~200 replaced pitches are modelled using the ESTC average full-size pitch mass of 220–240 tonnes.

Formula: 200 fields/year × 220–240 tonnes/field ÷ 1000. Limitation: Not a measured national waste statistic. It assumes the ESTC full-size pitch reference is representative of the replaced Dutch field mix.

    Sources: [1] www.sportinnovator.nl [2] www.estc.info

  • GOVERNMENT-COMMISSIONED HISTORICAL SOURCE · 2019 historical

Historical government reference: the 2019 Dutch study considered 60–70 kt/year a directional estimate; 240 fields expected in 2019 corresponded to about 58 kt.

Limitation: Historical reference only; do not display as a current 2026 measured volume.

    Sources: [1] open.overheid.nl

  • COMPANY REPORTED + PUBLIC PERMIT RECORD · current company status

AGR Amsterdam has been operational at Santoriniweg 20 since June 2020.

Limitation: Operational status is public; this claim does not establish licensed capacity or actual annual throughput.

    Sources: [1] www.artificialgrassrecycling.eu [2] zoek.officielebekendmakingen.nl

  • INDUSTRY GUIDE / COMPANY-REPORTED CAPACITY · 2023

    ESTC's 2023 facility guide listed GBN-AGR with a facility processing capacity of 500,000 m²/year.

Limitation: Dated capacity figure, not verified current 2026 throughput and not the licensed capacity.

    Sources: [1] www.estc.info

  • NO PUBLIC DATA IDENTIFIED · 2026

No numerical licensed capacity for AGR Amsterdam has yet been identified in the CTE public-source chain.

Limitation: Permit existence/process changes are public, but a numeric licensed tonnage has not been established here.

    Sources: [1] zoek.officielebekendmakingen.nl

  • COMPANY REPORTED · current company reporting

AGR publicly reports three main outputs: recycled sand, cleaned rubber granulate and recycled turf agglomerate (RTA), with applications including sports infill/drainage sand, industrial rubber products/green-roof panels, and plastic boards/furniture/sports underlayers.

Limitation: These are company-reported outlet categories; they are not a verified national mass balance or verified annual buyer-by-buyer final destination.

    Sources: [1] www.artificialgrassrecycling.eu

  • DATA GAP · 2026

Current verified annual throughput for AGR Amsterdam has not yet been established in the CTE public-source dataset.

Limitation: Do not substitute installed processing capacity for throughput.

  • COMPANY REPORTED · 2026

Overdie publicly states that it acquired assets of the bankrupt Re-Match Nederland artificial-turf recycling company in Tiel.

Limitation: Re-Match must not be shown as an active company. The public source confirms asset acquisition, not a current verified turf-processing throughput.

    Sources: [1] overdie.nl

  • OFFICIAL PERMIT PUBLICATION · 2026-03

The Municipality of Tiel published a 2026 permit application for moving, treating and processing a depot at Panovenweg.

Limitation: This publication confirms an application and activity description, not a granted artificial-turf capacity figure.

    Sources: [1] zoek.officielebekendmakingen.nl

  • DATA GAP · 2026

No current publicly verified licensed, installed or actual annual artificial-turf throughput figure for the Tiel site is included in this public source chain.

Limitation: Do not use internal Overdie capacity figures on the public website.

    Sources: [1] overdie.nl [2] zoek.officielebekendmakingen.nl

  • DATA GAP WITH GOVERNMENT SCOPE NOTE · 2026 data gap / 2019 scope note

No current national public estimate of annual landscaping-turf end-of-life tonnage has yet been identified. The 2019 government study explicitly excluded non-sport turf from its Dutch waste estimate.

Limitation: Do not merge sport EOL estimates with landscaping.

    Sources: [1] open.overheid.nl

  • EU AUTHORITATIVE · EU rule

For granular polymeric infill used on artificial sports surfaces, the EU placing-on-market restriction starts to apply on 17 October 2031.

Limitation: This is not a blanket ban on artificial turf pitches.

    Sources: [1] echa.europa.eu

  • INDUSTRY GUIDE · ESTC 2023 reference

ESTC reference for a full-size synthetic turf pitch: around 10 years average life, around 7,000 m² and 220–240 tonnes.

Limitation: Generic European reference; actual Dutch field size, composition, use and service life vary.

    Sources: [1] www.estc.info

  • OFFICIAL GOVERNMENT FRAMEWORK · current 2026

The Dutch CMP minimum standard requires used artificial turf to be sorted or otherwise processed to separate as many monostreams as possible, including sand, thermoplastics, thermosets and elastomers where present.

Limitation: Apply the exact CMP scope and referenced waste plans to each separated fraction.

    Sources: [1] circulairmaterialenplan.nl

  • OFFICIAL GOVERNMENT FRAMEWORK · current 2026

Under the CMP, cleaned PE/PP turf material must be recycled according to the plastics waste plan; separated sand is to be recycled, and its quality must meet applicable soil/material requirements for the intended use.

Limitation: Do not generalise this to a statement that every recovered batch is automatically a product or suitable for sports reuse.

    Sources: [1] circulairmaterialenplan.nl

  • OFFICIAL GOVERNMENT FRAMEWORK · current 2026

The CMP lists Eural code 17 09 04 as an indicative code that may relate to artificial-turf waste within the plan's scope.

Limitation: The CMP explicitly states this is indicative; the correct Eural code must be determined for the actual waste stream.

    Sources: [1] circulairmaterialenplan.nl

  • OFFICIAL GOVERNMENT FRAMEWORK · current 2026

The CMP does not provide one automatic artificial-turf End-of-Waste status; after preparation for reuse or recycling, End-of-Waste is assessed case by case under the Dutch Environmental Management Act/CMP based on all facts and circumstances.

Limitation: A material being processed or sold does not by itself establish End-of-Waste.

    Sources: [1] circulairmaterialenplan.nl

  • OFFICIAL NL + EU LAW · current 2026

Cross-border shipments of artificial-turf waste from or to the Netherlands are assessed under the CMP turf framework together with Regulation (EU) 2024/1157; the new EU waste-shipment regulation applies from 21 May 2026.

Limitation: The procedure depends on classification, composition, destination and recovery/disposal route.

    Sources: [1] circulairmaterialenplan.nl [2] eur-lex.europa.eu

  • END-OF-LIFE GENERATED

Approximately 60,000-70,000 tonnes of end-of-life sports turf per year, reported for 2019.

  • INDUSTRY TECHNICAL REPORT · 2021 historical

Historical BSNC reference (2021): approximately 2,200 artificial football fields and 1,000 artificial hockey fields in the Netherlands.

Limitation: Historical and excludes other sports, landscaping and leisure. Do not present as the current 2026 total.

    Sources: [1] www.bsnc.nl

  • SPORTS GOVERNING BODY · 2024-05

KNVB stated in May 2024 that the Netherlands had 1,630 artificial football fields with polymeric infill.

Limitation: Subset only: polymeric-infill football fields. It is not the total number of artificial turf fields.

    Sources: [1] www.knvb.nl

  • DATA GAP · 2026

A current complete national count covering sport, landscaping, hybrid and leisure has not yet been identified in the CTE public-source dataset.

Limitation: Keep stream-specific counts separate; do not extrapolate a total from older football/hockey counts.

  • DATA GAP · 2026

No current country-wide annual tonnage of Dutch end-of-life artificial turf exported in 2026 has yet been identified in the CTE public-source dataset.

Limitation: Do not reuse historical Re-Match export permissions as current shipment volume.

What we still don't know

Published data gaps are findings, not omissions.

  • Landscape turf volume

    Landscape turf volume

No sourced figure exists for annual end-of-life garden and landscape artificial turf in the Netherlands.

A national waste-statistics record or a municipal collection dataset covering artificial turf as a separate stream.

  • Verified throughput

    Verified recycling throughput

No independently verified tonnage actually processed by Dutch turf recyclers was found; all figures are announced capacity.

Permit reporting, e-PRTR style disclosure or audited company figures.

  • Final polymer destination

    Final destination of recovered polymer

Where recovered PE fibre and PP backing are actually used is not documented.

Offtake documentation or buyer confirmation per batch.

  • Climate impact per tonne

    Climate impact per tonne

No Dutch, per-tonne life-cycle figure for end-of-life turf treatment with a stated system boundary was found; published studies report per-field results for other countries.

A peer-reviewed or government life-cycle assessment using Dutch data.

  • Municipal collection

    Municipal collection of garden turf

No government source confirms a dedicated artificial turf stream at Dutch recycling centres; practice differs per municipality.

Municipal waste ordinances or recycling-centre acceptance lists naming artificial turf.

15

Regional structure

Regions are listed because waste rules, permits and enforcement are decided at this level. A region appearing here does not imply data exists for it.

No regional structure recorded yet.

16

How this data was built

Every figure on this page comes from a dated record with a named source, a stated method and an evidence label. Where sources disagree, both values are stored and shown separately. Route classification follows the platform methodology: collected is not recycled, shredded is not recycled, exported is not recycled — the final destination determines the outcome. Climate figures are only shown when the underlying study states its system boundary, functional unit, transport assumptions, energy mix, yields, substitution and residual disposal. European reference data is never labelled as national measured data. Country records are versioned per year; earlier years are never overwritten.
